Looks like this puppy is scared – t whites of his eyes are showing and it doesn’t seem like e’s secure in how he’s being held.
Puppy is scared/nervous and being held just rewards him for this behavior… A more understandable behavior is little dogs get picked up when they bark and that pick up is a reward to them for barking… so they continue barking… UGH!! So this puppy may never get over whatever is scaring him as he is being rewarded for being that way by the person holding him.. :-(
